Concurrently, the Republican Manual serves as campaign propaganda for the 1880 Garfield-Arthur presidential ticket.
Eugene Virgil Smalley (1841-1899) was a journalist and the editor of Northwest Magazine. He fought with the Seventh Ohio Infantry during the Civil War, until he was wounded and discharged after the battle of Port Republic. In the years following the war, Smalley had a career as a prominent Republican journalist in Washington D.C. and New York. As a political correspondent, Smalley enjoyed the acquaintance of several presidents of the United States, and he was the trusted friend of both Rutherford Hayes and James Garfield.
