The star is surrounded by a laurel wreath. It is hand engraved on both sides. The front reads, "R.S.-77" and "Excellence 1902." The reverse side is engraved with "Local School Board Medal - District 15." It was found in the United States. It is presented on a 17 inch strand of faceted garnet, with a sterling silver toggle.
